Pretty sure Mickey Mouse and Goofy are on the list, maybe Roger Rabbit and Jessica (married, so may only count as 1). All of Sauron's army, that accounts for nearly one mil right there.
So what's the problem?
Sign-ups do not translate as actual coverage being extended.
There is no “back-end” on the website. The information gets collected, but it is not transmitted to the relevant end user of that information, the insurance company to which the application is assigned. Thus, no billing is forwarded to the applicant, and there is no coverage ever provided - a lapse not discovered until the applicant then goes for some supposedly covered medical services.
