Who has the legislative power to put an end to this? Local? State? Federal?

Each state can control this by passing appropriate laws for the state and local agencies within its boundaries.

Congress would have to pass laws regulating federal agencies. I assume, however, that the vast majority of such cases are state/local.

Yup. America does not have a federal police like some countries.

Law enforcement is a state and local responsibility.

Simple solution:
1. Pass legislation that requires all LEOs to wear pink or lavender uniforms.
2. Require all LEOs to be armed with .38 spl revolvers, unaltered Remington 870 12 ga shotguns and Monadnock PR-24s.
3. Require judges who issue warrants to SWAT teams to accompany the officers on their raids and to be personally liable for errors in location and person named in the warrant.
