If the Venice Commission means the later - no one voted to have it restored and the Crimean Supreme Council considered it illegitimate.

16.. The provisions of the Constitution of Ukraine pertinent for this opinion are part of the initial text of the Constitution adopted in 1996 and were never amended. The question whether the constitutional amendments adopted in 2004 are part of the Constitution or not is therefore not relevant for this opinion.
