Planes are bought/sold based on their serial numbers. Logbooks are included with the purchase. The new buyer would need to have proof of no liens, so they would check the serial number against registration for liens. As regards to parts, similar story.

Is that true everywhere? I wonder if Uzbekistan or Cameroon is as meticulous Japan or the US.

Yes, it is true everywhere except for a piece of junk airplane that is going to be used for private purposes.

If it is an air carrier aircraft, it comes under the scrutiny of the aviation inspectors of the local country. You don’t buy an airplane on Monday morning and place it in revenue service Monday afternoon.
