Do you think terrorists could build such a runway, however long required, and manage to keep it secret? It seems possible to me, but pretty improbable. Then again...

They don't only need a suitable runway if they ever intend on flying the aircraft again.

If they just want to land someplace there are probably many locations they can use. But if they want to fly the aircraft again there are some things to consider in addition to a suitable runway.

This aircraft holds about 31,000 US gallons of fuel.
They would need enough fuel to fly to the intended target and a way to deliver it to the aircraft.

They might also need different types of ground equipment to get the engines started. Someone with expertise in that area would know what is required to prepare the plane for take off.

These considerations make me think that if it is a hi-jacking with intentions to refly the aircraft that there is a well funded rogue organization with access to a runway, fuel and facilities involved. Or perhaps even a rogue government is involved and ready to provide covert support.
