No. I just hadn’t gotten to it yet. And my bad. I’m completely ignorant regarding the behavior of such a call if the call is international and the phone you are calling is turned off.

Yes, we tend to live in our American bubble and don’t realize how different we really are, PC pronouncements notwithstanding. That includes realizing the vast majority of these people were not American or even Western, and neither was the airline.

Wouldn't it depend on how the callee's carrier handles phone-not-found, wherever the caller is calling from? Normal behavior is to play a recording that the subscriber can't be found and offer to take a voice mail message. Malaysian telcos must be sloppy about that, confusing the relatives.
