On March 12th, 1938, German troops invaded Austria. Hitler was received with great enthusiasm by the Austrian people and he immediately announced that Austria had become part of the German Reich. The laws of Germany, including its anti-Semitic acts, were swiftly applied in Austria.
You might want to re-read that.
Big difference between a country forcefully, and without a vote, eating up a country and making it part of it, vs. having the current representative Parliament vote for it and then ask the citizenry to back up that vote by voting for it.

None of which happened in the Crimea. Russia deposed from the Crimean parliament and government any Ukrainians, Russians, and Tatars who opposed Russia’s annexation of the Crimea. Then Russia ordered the treasonous Russian Crimeans to stage a fraudulent and illegal legislative session to rubberstamp the Russian conquest, just as Hitler did with the Czechoslovakian Sudetenland and the austrian Anschluss. Putin and Russia does not allow participation or diisidence from any opponents to the Russian naked conquest. This includes the Russians who previously voted to become independent from Russia in an independent Ukraine.
