Couldn’t it be Boehner that is tying Issas hands?
I know everyone wants to blame Issa, but without the Leadership, what chance has he got?
Boehner has shown he will cut off a republican at the knees long before he ever would would a guilty ‘rat.
If he were any kind of a leader he’d do his job and hand it to Bhoner on a stick. What Bhoner does or does not do is them up to him. But Issa is playing politics at a great cost to the Constitution.
