Ever been inside of a California DMV? I've been in third world airports and railroad terminals which are far better organized.
Name the language and you can probably take your California license testing in it. All the major world languages are available on demand. If it is obscure, they might need a day or two to order it in from Sacramento.
Being "inclusive" is so much more important that public safety. When I had the misfortune of being licensed in that godawful state, I would plan on killing an entire afternoon, at minimum, just to take a renewal test . . . and that consisted of reading through a driver's guide at the beginning of the line, finishing halfway through and FINALLY getting to take the damn test an hour or two later.
Average wait for the same thing here in SW Pennsylvania: 30 minutes tops. Maybe an hour if you happen to go on a summer day when all the kids are getting their first license. Of course, we're not as "inclusive". Your language choices to take the test are English or Spanish only.
