Question: if Stockman forces Cornyn into a runoff, then quits the race, is there still a runoff? Between Cornyn and the one that came in below Stockman’s count?

Good question. I don't know the answer, though. This is the relevant election code but a quick skim didn't reveal anything on point of your what-if.

If one of two runoff candidates drops out, the one standing is the automatic nominee.
