I believe almost all states have a “Guard” clause or element in their constitutions.
Governors have the authority to whatever they please and can arrogate powers not enumerated in the US Constitution.
10th amendment....
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people

Rush was talking about Obama’s outrageous comments today.
Rush made the point that the National Guard of each state is under the authority of each state’s governor, NOT Obama.

I believe the state National Guards belong to the Governors but King Barry partially/mostly funds them through the Army. So if that is true King Barry could certainly howllow them out just like the Regular miliarty.
I also believe King Barry has no direction over the state National Guards until he calls them up and puts them under National control.
Anyone verify this?

All members of the National Guard of the United States are also members of the militia of the United States as defined by 10 U.S.C. § 311. The majority of National Guard soldiers and airmen hold a civilian job full-time while serving part-time as a National Guard member.[1][2] These part-time guardsmen are augmented by a full-time cadre of Active Guard & Reserve (AGR) personnel in both the Army National Guard and Air National Guard, plus Army Reserve Technicians in the Army National Guard and Air Reserve Technicians (ART) in the Air National Guard.
The National Guard is a joint activity of the United States Department of Defense (DoD) composed of reserve components of the United States Army and the United States Air Force: the Army National Guard of the United States[1] and the Air National Guard of the United States respectively.[1]

Do Governors have any authority to create their own State Militia if King Barry hollows out their National Guard? Yes. Approx. half of the states have "State Guards" or "State Defense Forces". These are under state command and not subject to federalization. The other states could form them, if they wished to.
