Niagara Falls is not frozen and the water is flowing as it does every winter. There are ice formations but the water is still flowing. Meanwhile Sochi has palm trees. The climate of Sochi is described as humid subtropical. Average Feb highs for Sochi are around 50 F. They are warmer than that right now but nothing unusual.
