I have the feeling that people who have lived for some time in SF know all too well that police action in cases like that leads to more trouble than it's worth.
I think this is because those with experience know that the protestors want a forceful police response. That's precisely what they are trying to incite.
A mini-riot would result in the word going out by internet to every pocket of losers in the country, and within two or three days there'd be 1500 people there.
Such a response would also result in lucrative on-line fundraising activities, and many hook-up opportunities that would result from outsiders having to crash with various members of the organizer cadre.
