Dr. Rosen is a pediatrician by training, working in the emergency and critical care and neonatology departments at the Kapiolani Medical Center for Women and Children from 1985 to 2000. She has also been a faculty member of the John A. Burns School of Medicine since 1987, as assistant and associate professor of pediatrics, and is currently an associate clinical professor of pediatrics and surgery.

Serving on a number of health boards and committees, Abercrombie says Dr. Rosen is particularly passionate about reducing death, disability and health disparities through the application of a comprehensive public health approach to illness and injury, focusing on primary prevention and risk reduction.

A graduate of Punahou School, Dr. Rosen earned a bachelor’s degree in biology from the University of California, Los Angeles, a medical degree from the Baylor College of Medicine and a master’s degree in public health from Johns Hopkins Bloomberg School of Public Health.

Even traumatized he should have been given a leave of absence. Did they share a spiritual link? Have a stronger than professional relationship? Why was he with her that day? That’s the question I’ve never seen addressed

Looks like Abercrombie picked somebody eminently ...... controllable.

So Yamamoto got passed over and so did Gill.....

Adding to its developing reputation for secrecy, the Abercrombie Administration has now clearly lied about at least one aspect of the sudden withdrawal of Dr Neal Palafox’s DoH nomination.

In a short news release January 26, the administration clearly stated that Palafox had asked Governor Abercrombie to withdraw his nomination:

“Dr. Neal Palafox today asked Governor Neil Abercrombie to withdraw his nomination for Director of the State Department of Health. Governor Abercrombie accepted Dr. Palafox’s request and will make a new appointment for the Health Director as soon as possible.”

But this morning’s Star-Advertiser reveals that it was Abercrombie who insisted that Palafox withdraw.

“Gov. Neil Abercrombie asked Dr. Neal Palafox to withdraw his nomination as director of the state Department of Health, but the governor’s staff has declined to publicly disclose the reason….

“While the governor’s staff would not discuss the reasons or circumstances surrounding the sudden departure, Donalyn Dela Cruz, the governor’s spokeswoman, confirmed last night that it was the governor and not Palafox who asked for the withdrawal.”

This only adds to the unanswered questions surrounding the sudden withdrawal. Dr. Palafox is alleged to be the subject of an investigation into medical billing fraud. Whatever advantage the prosecutor’s office might have had from that information being secret has now been lost, yet the public knows nothing about this other than a vague allegation which AP describes as: “TV news reports citing anonymous sources claiming he was under investigation for medical billing fraud.”

And Palafox himself says he knew nothing about it at all. His attorney Brook Hart told the Star-Advertiser:

“He did not volunteer it on his own. He had no idea why the governor asked him to resign. But he did because the governor asked him to do so. He has no information at this point why there’s an investigation, what the investigation is about or even a hint about what it is that somebody is claiming that he did wrong. It’s a complete mystery.”

It is always best to keep a lie simple. And right now “medical billing fraud” is a very simple story. There are no victims to interview. No co-conspirators to question. No records to examine. None of the things which might give credence to the allegation.

Is Palafox being smeared in the media and hounded from office because somehow his nomination interfered with the agenda of other political forces?

(UPDATE) HNN January 28 has an interesting suggestion:

Hart says the timing of the investigation is somewhat suspicious. In Dr. Palafox’s short time as health director he did decide to lay off some powerful people in the department, but his lawyer has no idea if that has anything to do with the case.

A January 27 AP article has a very odd denial:

U.S. Sen. Daniel Inouye’s office said allegations that he pressured Abercrombie to oust Palafox are false. “Sen. Inouye and his staff stand ready to assist Gov. Abercrombie and his administration in whatever way possible,” said Inouye spokesman Peter Boylan.

Why would Inouye be asked about this? Who is making “allegations that (Inouye) pressured Abercrombie to oust Palafox?” Nobody is telling.

In the same AP article, Palafox is quoted saying:

“I get handed these e-mails about investigations and so forth, but I have no clue. I’m lost.”

Your friend is of course correct. There are essentially three possibilities here. The first is that they don’t know the cause of death, and speculated ‘sudden cardiac death’, attributing it to an arrhythmia. The second is that they don’t know the cause of death, but the circumstances and findings were ‘suspicious’, and they gave this diagnosis to avoid controversy. The third is that they know the cause of death, and this diagnosis is a cover up.

State rejects suggestion to combine HFD, EMS

State Health Director Loretta Fuddy said she is not prepared to support a merger of the city Department of Emergency Services with the Hono­lulu Fire Department as outlined in a study that’s mired in controversy.

“It is our conclusion that (the Hono­lulu Fire Department) has not yet demonstrated the suitability of taking on the EMS medical mission for the City and County of Hono­lulu,” Fuddy said in a letter to Mayor Peter Carlisle on Thursday.

Under contract with the Health Department, the city provides emergency medical services for the public on Oahu, and any changes in the delivery of those services would have to be approved by the department.

Traditionally, most fire officials appear to support a merger, while most emergency services personnel appear to oppose it.

The 2010 report by Oregon-based Emergency Services Consulting International did not provide enough evidence that a merger would be beneficial to the well-being of Oahu’s residents, said Linda Rosen , deputy health director in charge of the Emergency Medical Services and Injury Prevention System Branch.

The $175,000 study showed the city could save $10 million over five years if the two departments merged and duplicative functions were eliminated.

“We didn’t feel they addressed the medical care aspects in a way that would convince you that there would be an improvement in medical care with a merger,” Rosen said. “Their emphasis was on cost savings, and I don’t think their cost savings were well substantiated.”

The report failed to factor in additional considerations such as training costs that would come with a merger, she said.

“For us, savings are desirable, but the medical care is the most important thing,” Rosen said. “We are happy with current medical care. We would be concerned about an organizational change that would not appear to preserve or improve the level of medical care we have today.”

Fuddy saved copter that ferried her body

When Loretta Fuddy took over as director of the state Department of Health, one of the first things she did was help save the Maui County medevac helicopter from falling victim to the budget ax.

On Wednesday that same helicopter carried her body and survivors of a commuter plane crash off the Kalau­papa peninsula for further medical treatment.

“One thing you know about Molokai is that when there’s a plane crash, it’s about family. This time it was my family,” said Molo­kai paramedic Scotty Schaefer, husband of Fuddy ‘s stepsister, Lynette Schaefer.

Lynette Shaeffer, who is a Molo­kai police chaplain and was unaware Fuddy was going to be at Kalau­papa on Wednesday, ended up identifying her stepsister’s body. She said the employees told her that her stepsister was well loved, compassionate and humble. “She would always see the best in people and lift them up to be the best they could be,” she said.

During Thursday’s ceremony, Abercrombie was emotional as he described his lieutenant being killed in the line of duty while serving “the most abandoned, the most left out, the most marginalized,” the people of Kalau­papa.

“That’s who she dedicated her life to,” he said.

Abercrombie said her employees were especially important to her.

“We’re all family here today,” the governor said. “Our hearts are broken. Loretta was deeply loved and respected. She was selfless, utterly dedicated and committed to her colleagues in the Department of Health.”

Gary Gill, deputy director of environmental health, said Fuddy ‘s employees were in shock and grieving when they came to work Thursday morning. He said at 8 a.m. scores of employees spontaneously converged on the third floor where they held an impromptu moment of silence and ceremony.

“I don’t think there’s a person in this building who didn’t think they had a close, personal relationship with Deli­ana,” said Gary Gill, using the director’s nickname.

Dr. Linda Rosen , chief of Emergency Medical Services, said she told family members their loved one was “a wonderful, warm and dedicated public servant.”

“Everyone in this department knew (the job) was her passion, her life. She gave her whole life to it — everything she had. And we really were her family.”
