I fix and sometimes cobble together hardware and have some automotive background ancient though it is, would you want a partner?
So my first thought is a shield over their GPS antenna. System has to have a failsafe mode for driving in tunnels, parking garages, mountains/valleys, urban areas where GPS can be iffy. Or heck, what if GPS goes down? So make the car think it is blocked from the sky. Then need a shield over their antenna(s). Car will think there's simply no-one else around.
The net effect is that your car could never report what you're doing (speed, position) or even record it for later dump. No other cars around you would be able to ID you. This effectively drops your car out of the system.
Then for fun include a small antenna and transceiver with say a USB interface... Write either a standard notebook (windows/linux?) or smartphone (Android) app to have some fun. Have it pull info from everyone around you, maybe fake being someone else, etc. Lots of fun could be had with that app... But it will require some kind of hardware component to do the transmit/receive as well as some interface logic/circuitry to talk to a computer or smartphone.
