Jeb Bush has excellent odds for winning what he wants to win, the Nomination. As with previous Republican Nominees, I doubt he actually wants to be President, though. GW seems to be the exception to that apparent rule. I don’t think he actually cared whether he won or not. He didn’t actively throw the election.

Because too many Republican elites are falling for the aristocratic tendencies the Democrats already have. Who is the best person to take over a Senate seat? The child or another relative, if not the aide, of the current person. Look at Liz Cheney’s aborted run for her father’s prior seat. Who should run for President? Why, the former wife of a President! And their daughter in a decade or two, the same way a Kennedy daughter was promoted for office. If Kennedy’s son hadn’t died in that plane crash, he’d be anointed the next generation of Camelot right now.

And Democrats might be pushing a Bush as a candidate so they can have an easy person to win.
