You're right, he was also responsible for Hamas' participation in the political system. And pressured Egypt for Muslim Brotherhood participation, but Egypt ignored him. And made a campaign promise, echoed by his first term Secretary of State, to move our Embassy.

However I do think his heart was in the right place, Obama is hostile, and most important, GWB isn't President.
