Correct me if I’m wrong, but isn’t MD a “May issue” state by law but “no issue” by practice?

When I lived there, I had a chance to talk to a LEO at a range, and I asked him about getting a CC permit. This is what he said:

1. You have to have already been shot. (Must demonstrate need)

2. You have to know who shot you. (Can’t be a “random” crime)

3. You have to know somebody. (Must have some political connections)

He told me that my chance of getting a permit were exactly zero.
