but "Jarrett and Hillary and Panetta and Petraeus" don't have the LEGAL AUTHORITY to issue a "STAND DOWN" ORDER.
Only one person has that authority, and that's the COMMANDER IN CHIEF, and that authority CANNOT be delegated.
