So does a Concealed Carry Permit (ID) place to great a burden on the fundamental right to keep and bear arms?

Not a great burden but it is clearly an infringement.

Not a great burden but it is clearly an infringement.

Clearly an infringement, vis-a-vis the 2A... but a great burden as well, since CC permit presupposes the purpose of weaponry is personal protection, hunting and target practice.. and ignoring its primary and intended purpose.
