Just who are they kidding here? Is this similar to all Congressional estimates?
I got news for you, if they’re trying to placate people by saying up to 6.5 million could be legalized, then you KNOW the real number of those who will be legalized is more like 25 to 30 million.

With chain immigration allowing your 'near' relatives to immigrate after you get in - and then their relatives and then their relatives ad infinitum - it is a mathematical certainty that everyone south of the Rio Grande could qualify to come here. The only thing that would keep them out would be the practical difficulties of crossing the borders of intermediate countries with actual control.
