I worked for a “small” City in Texas and the Chief of Police was from the “big city” and was constantly telling all the City Employees at the “Safety Meeting” every month that We had to shut off the car/truck if We were not in it. Quoting Code # blah-blah-blah...
That works real good for the Parts store & Repair shops- have the Meter Readers start and stop the engine at every house during the Monthly Readings.
Wear out starters, ignition switches, lock cylinders, keys, batteries.
We were more concerned about the Deer stealing snacks from inside the cab while We had our backs turned.
Of course every time We pull into City Hall the first thing We see is His Unit running- A/C or heat on and find him inside the building...

Um, that’s what a large part of today’s LEOs are charged with doing. Citing as many violations as possible, with financial penalty, per shift is how they are judged by the leadership. Revenue generation, baby, revenue generation.
Stopping a robbery, a murder, or, serving the general interest of the public doesn’t generate dollars for the department.
Too much LEO aren’t all that different from the Sheriffs of Robin Hood’s time. They are there, first, to collect taxes. Protecting your life, property, and, rights are ancillary duties.

Theres no way to rule innocent men. The only power government has is the power to crack down on criminals. When there arent enough criminals, one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws.
