FYI, for planning purposes, the Cherry Blossom Fesival in DC runs from March 20 through April 13 with peak blooms (and traffic) likely in early April. But this varies with the weather conditions.
April is a good month weatherwise.
I was thinking cherry blossom time as I read your post. That is a big deal in DC. Would love to be there and enjoy the gridlock.
