Oklahoma laws pertains in “having” the permit and “keeping” the permit. That’s where Oklahoma law is in play. You can’t carry concealed with a permit that expired yesterday. That’s Oklahoma Law - as one such example of where you HAVE TO FOLLOW OKLAHOMA LAW,

AND THEN, when you’re in that other state, you’re also going to have to follow their laws, if there is some peculiar requirement that not in play when you are in Oklahoma.

If the girls had been in Arizona, which doesn't require any permit, whatsoever, they wouldn't have to have OK concealed carry to carry in AZ.

Oklahoma law wouldn't have anything to do with it.
