Both of your questions are, imo, incomplete.

You leave the word "matter" up in the air leaving the reader to figure out the object of the word "matter"


My wife is Filipina and she speaks pretty good English ... with entertainment.

I came home from work shortly after we were married to find the refrigerator almost completely empty. When I aked why, I was told the things she threw out were "broke"

Broke means going bad or gone bad ... like the ripe banana's I use for banana bread was broke, so now it's gone.

She still uses "broke"

Yesterday she babysat our grandchildren (girl 9, boy 6) and she was telling me that Debra (gd) parlored her hair.

????

"Parlor" apparently can be a verb for ... grooming / brushing.


What does it matter?

Liza (my wife) can not take a job in the public because, though she uses perfectly good English ... amusingly succinct ... it is noticed by some of my not so amused relatives.


What does color matter?

Sorry ... not only is America still somewhat racist ... we are more so now because of the zero administration and DeBlasio IS noticed by not so tolerant Americans.
