Almost. But there are plenty of very nasty bugs being developed or on the shelf at a number of biological warfare labs around the world.

Country A has a universally lethal bug and a treatment for Bug A, Country B has it's own universally lethal bug and a treatment for Bug B, Country C has a universally lethal bug and a treatment for Bug C.

Nobody has the treatment/vaccine for bugs A, B AND C...
