After that call, Obama will be on the phone to France’s prime minister asking if he will take over management of NYC’s health care finances. Everything will be rainbows in no time. Same thing happens to most of the juveniles you see in "Beyond Scared Straight". It's not bad enough that the place smells and the prison population is dangerous as can be. When they get a taste of prison food, that appears to have more of an impact on these kids.
As mentioned in another thread, if the states start to simply refuse implementation, and of course the Rat states MUST implement, it’s a double whammy for the Rat states since the needed “redistributed” funding is significantly reduced from the masses while the government above forces intolerable regulations.
