Depends on the state. In Colorado, any Colorado LEO from any jurisdiction can enforce any Colorado (state) law. Since this is Texas, the rules are likely different.

They don’t have a “jurisdiction”, because they are security guards, not “cops”. They have no right to pull anyone over 1 foot off their campus, let alone trespass on to private property following someone.

It all depends, here in California I had city cop, pull me over on a freeway in a totally different city and cite me for ,wait for it, following to close and driving to fast in bumper to bumper traffic. I went to a CHP office and complained and the Sargent told me that they all take the same California Peace Officers oath and therefore their jurisdiction was “anywhere” they were while on duty. I don’t know if that applies to campus police in Texas.

In Alabama public college police are state officers. Private college they’re security guards.
