I can understand why Obama and Biden didn't since the goal of this administration seems to be pissing off every European country who ever were friendly with us. The only reason I can think of why Bush didn't attend is that Obama didn't ask him to represent us and as a former president he felt he couldn't attend otherwise.

You would have thought W would have learned something from the way he and his wife were treated during the Coretta King funeral but nooooooooooooooo!
I had an aunt who married a diplomat who near the beginning of his career was posted to Moscow at the time Stalin died and because the diplomatic corps had to attend the funeral and other associated events she did. Decades later she told me the whole thing was absolutely horrendous. Both she and he are long gone now but I do recall that little anecdote from many she told me.

Yes, even him. To a lesser extent depending upon how you look at him, but nevertheless, a progressive.
In my humble opinion, after observing for 70 years of my life, none of these guys have ever harkened the warnings that the founders, Jefferson, Madison, Hamilton, et al. wrote.
George W should have attended, anyway. If he clearly wanted to go, Obama could not have “stopped” him.
It appears that president Bush did attend the Atwater funeral —
“And, in fact, yesterday’s memorial service at the National Cathedral resembled a political convention itself, as President and Mrs. Bush joined about 2,000 government officials, former colleagues — some wearing their RNC pins — and even one-time political foes to mourn Mr. Atwater, who had been battling a brain tumor for a year.”
No Obama couldn't. But unlike some others President Bush has respect for the office and for protocol.
