By delaying the start of enrollment they buy time.
They have been useing that time to make the website operational.
Obama knew in March that there were problems with the website. He was briefed on a report warning of the potential for system failure that could make the health care exchanges inaccessible to consumers trying to buy insurance through them. [1,2]
Then, on July 2, Obama announced a year delay for business with 50 or more employees.
Most people have insurance through their employer. By delaying the mandate for employers the number of persons effected by a non-functioning website has been minimized.
He bought time. He minimized the effect of the failed website which he knew was in the offing.
He’s working to have the website being operational by the time the vast majority of people lose their employer provided insurance. And as a further contingency, he's pushing the deadline past the election next year. The law requires the employer mandate now - not next year as Obama has decreed.
TIME IS NOT OUR ALLY - IT IS OBAMA'S!
Not only does he refuse to see that “the Laws be faithfully executed”, he has encouraged others to violate law.
Unlike citing “prosecutorial discretion” which he claims justifies his refusal to enforce immigration law, he now advances to issuing decrees which he claims change the law. It’s not that the law has actually been changed, despite his assertions, it is that he implores others to violate the law. He encourages businesses and government agencies - state and federal - to violate law.
Not only does he refuse to see that “the Laws be faithfully executed” he uses the bully pulpit of his office to intimidate businesses and government agencies and induce them to criminal acts.
His delay decrees are illegal and Congress ought to declare them irrelevant, of no force, and DEMAND that the law be enforced - and then rein in Obama.
He is a scofflaw.
Congress must end this lawlessness and chaos. Impeachment is the remedy.
Obama does not have the authority to delay the law (PPACA). It is certainly a crime to promote and induce criminal behavior. It is certainly a misdemeanor. Obama is causing government to commit crimes. Obama has and is committing high crimes and misdemeanors.
Time is not our ally - it is Obama's. He is using that time to advance his agenda by increasingly illegal means. He has gotten away with one decree after another, so what's stopping him from yet another? Well here's another: instead of a one year delay as decreed on June 2, his latest decree pushes the deadline past next year's election.
Will there be other decrees? Maybe push it out another month next year, maybe abolish the 90 day lead time for cancellation notices? Do what ever is necessary to protect Democrats at the voting both? Why wouldn't he, no one has stopped him.
No more decrees! Enforce the law and impeach this criminal.
