This is exactly what enables this "game." The attackers select weaker people, inflicting attrition to the "enemy race" without much risk to themselves. Younger and healthier people can arm themselves (where they are allowed to,) but this will not protect the weak ones, unless they have bodyguards. Even then, since bodyguards can only react, the gangs can be everywhere without fear, looking for a suitable victim.
The only politically acceptable option today is to cede the ground to gangs and escape the infested cities. The territory cannot be reclaimed when politicians fall all over themselves to protect the killers. The ghetto culture cannot be eradicated peacefully because there is nothing one can civilly offer to a thug to convince him to mend his ways. Decades of distribution of free money to "disadvantaged" people resulted in formation of an antisocial class that has no place in any decent society. The worst members of that class cannot be reformed, short of a miracle, because they were born into this vicious mess and "raised" by the street as ruthless predators. You'd have a better luck with taming an adult wolf.
With "Section 8" housing vouchers, the thugs WILL come to your neighborhood eventually. There is no long-term escape.
Underclass women have an incentive to raise their boys into thugs, and their girls to sleep with thugs, in order to have protectors against all the OTHER thugs.
The only way out is to stop welfare entirely. Rip it out at the roots. Make it unworkable for women to have babies they cannot support by their own work, and you eliminate the thug culture in a generation.
The appropriate measures needed to counter the black male crime wave might not be p.c. But curfews, stricter punishments, and allowing law-abiding citizens to arm themselves would certainly help. Of course, all the ensuing cries of racism by black "leaders" will have to be ignored.
