No, in 2000 they continued the old tradition of using blue for the party of the incumbent President (whether running for re-election or not) and red for the party out of the White House. The change came after some idiot wrote a book about “red states” and “blue states” and the media glitterati all decided it was a great meme so they kept the GOP red and the ‘Rats blue in 2004, when the usage dating back to the dawn of color television would have swapped the colors.

Also, the fact that military maps are drawn up with Blue as "FRIENDLY" forces and Red as "ENEMY" forces played into this imo. The media is telling you its position right up front while at the same time carrying a subliminal message to its consumers.
