Nope - DC is 50% black whereas her home district of Queens is only 20% black. And Queens has a large contingent of Caribbean blacks, many of whom are upwardly-mobile. DC is populated with blacks whose ancestors weren't motivated or enterprising enough to move north for union jobs or just to get away from Jim Crow.
