Since executive orders are not laws passed by Congress, do they have an expiration date or are they forever?

“The most far-reaching piece of Obama’s climate plan is carbon emission standards for the nation’s fleet of existing power plants, by far the largest single source of industrial carbon emissions. The EPA is also writing standards for new plants.”

This is confusing. The story is supposed to be about executive orders and what he is going to do. Regulations are written by agencies pursuant to enacted statutory authority language. The President can’t set an emissions limit via Executive Order, for either new or old plants - it wouldn’t have the force of law. So what exactly is up his Executive Order sleeve ? There’s been headlines everywhere about this end-run, but where is it? What is it?
