But she said they have been turned off by high premiums and deductibles and would rather pay the fine. I am one of those Democrats who wanted it to be better than this, she said.

So why weren't they pro-active?
Did they not learn in Public School that they might be responsible for themselves and the basics of insurance and investing?
Oh I forgot, a lot of that isn't taught in the school systems, but boy we have time for Banana's in need of Wrappers!
