I personally think they should return to the pre-2002 tradition of having most USN ships fly the "standard" Naval Jack (basically just the Constellation from the US flag), reserving the First Naval Jack for the oldest active commissioned warship in the USN.
Which, setting aside the USS Constitution (in commission, but not considered an "active" combatant) and USS Pueblo (also in commission, but still a "guest" of the Democratic People's Republic of Korea) is the LPD USS Denver (Commissioned in 1968)
