FULL TITLE: Good Grief!
Testimony Of Kathleen Sebelius Is Word-For-Word Identical To Testimony Of CMS Administrator Marilyn Tavenner
Makes perfect sense that a one-size-fits-all government-run health care system also provides a one-size-fits-all testimony for government administration officials. House testimony of Kathleen Sebelius found here matches almost word-for-word the testimony given yesterday by CMS Administrator Marilyn Tavenner found here.

Testimony of Kathleen Sebelius
U.S. Department of Health and Human Services
on Affordable Care Act Implementation
House Committee on Energy & Commerce
October 30, 2013
Good morning, Chairman Upton, Ranking Member Waxman, and members of the Committee. On October 1st, we launched one of the key provisions of the Affordable Care Actthe new Health Insurance Marketplace, where people without health insurance, including those who cannot afford health insurance, and those who are not part of a group plan, can go to get affordable coverage. Consumers can access the Marketplace in several waysthrough a call center, by filling out a paper application, with the help of in-person assistance, or by going online and filling out an application on HealthCare.gov.
Over the past few weeks, millions of Americans have visited HealthCare.gov to look at their new health coverage options under the Affordable Care Act. In that time, nearly 700,000 applications have been submitted to the Federal and state marketplaces from across the Nation. This tremendous interestwith over 20 million unique visits to date to HealthCare.govconfirms that the American people are looking for quality, affordable health coverage. Unfortunately, the experience on HealthCare.gov has been frustrating for many Americans. Some have had trouble creating accounts and logging in to the site, while others have received confusing error messages, or had to wait for slow page loads or forms that failed to respond in a timely fashion. The initial consumer experience of HealthCare.gov has not lived up to the expectations of the American people and is not acceptable. We are committed to fixing these problems as soon as possible.
Improvements Already Made to HealthCare.gov
To build the Marketplace, CMS used private sector contractors, just as it does to administer aspects of...

Well this explains where Sebelius has been since Oct. 1. We figured she was running and hiding, but instead she was busy memorizing her lines.

And similar to the IRS’s Lerner as well? A detailed defense of herself followed by nolo contendre? It sounds like she pretty much screwed the pooch.
So Sec Sibelius is sitting in the vet’s office with her Harlequin Great Dane dog.
The man with a parrot in a cage across from her says, “What a great looking boy! Here for shots?”
She gave him her best Frau Blucher look and said, “No. When I’m bending over working in the yard or getting something from a base cabinet, he tries to climb on my back. Satisfied?”
And the man shudders a little the says, “Oh, I see. You’re here to get him fixed.” And decides to drop the matter.
A few minutes go by and she says. “Nein! I mean, no. We’re here to get his nails clipped.”

Heh. What is identical is the written "testimony", some introductory cruft.
Seeing as how the written submissions were identical, I'd say that neither one of them wrote what they submitted under their signature.
