If 18 is “adult” status, how do they decide when a kid is charged as an adult? Is it purely at the whim of the prosecutor?

i believe they should always charge MURDER as an adult-level crime, no matter what age the defendant. if there are to be exceptions, let the exeception be to try for lesser sentence than murder, but as an adult.
