Will they send out IRS Agents or the NSA....each know where to find you and each know whether you tried to sign up.

In fact, NSA probably knows, real time, that I'm posting on Free Republic and they have narrowed down my location to three houses - one happens to be the left of me, one happens to the right of me and I'm in the middle of the three.
