Nothing to do with exchanges. Unless policy meets the minimum coverages mandated ( there’s that word again) no policy.

Yep, and simple economics. The mandates jack the cost of the individual policies so high that only those with government subsidies will be able to buy them. They’re probably also figuring the feds will bail them out if the exchange product proves to be a loser, while they’re on their own for the stuff they sell directly.
