The “^” is an arrow pointing up to what is above the line. It means I agree with the comment above the line in a foundational way and am using my post to amplify it.
It’s pretty commonly used these days all over the internet.

I have no idea what “that” is supposed to mean, and would be content to know what “^^this^^” means, but I can tell you that who is on first.
