When the tobacco settlement came, Wisconsin had a Democrat governor, Jim Doyle. The money was to come in stages over a number of years, but he sold the rights to the Wall Street money lenders for a present value lump sum. Then he dumped the sum into his state budget for a couple of years to make sure his voter constituency, teachers unions, minorities and the college administrators/professors got a big taste. When the money was gone and we ran deficits, he retired.
I don’t think Michigan did that but I do remember that they did toss it out as grant money like it was Pixie Dust.
I said then, so much for the idea that it was for Health Care.
