Sky Piolet...I don’t know if I believe what they are saying...I tend to think not....it’s the distribution of revenue that’s more a problem....however even if true do not underestimate the American Military nor the people...they all know how to make things work when they have to....
My son works in the Veterans Adminisration in Procurements and Aquistions......he is constantly battling the Gov. that there are a gazzillion ways to save money and he has done so just in one of his projects...which saved “Millions” because they finally implimented it.
The money is there...but the Government is NOT interested in what they can save .....and you have to fight them on a constant!
