I really think they needed to have some kind of phased roll-out — geographic areas of the country or whatever. There would be some equal protection concerns raised, but really, no one would try to do the whole country from the get-go with an interactive website with huge backend database(s) and extensive third-party network connections.
I was referring to the federal exchange, obviously.
The state exchanges are a little more manageable. Though my state’s was over-subscribed in the beginning, indications it is settling down and working pretty much as spec’d.
It really is questionable to design for that initial surge that you will likely never again see. Maybe A-L on Monday and M-Z on Tuesday?
