The New York Times reported that SecDef stated that DOD and DOJ consulted with the White House Legal staff before undertaking the withholding of the funds.
Presumably the WH was also aware that the families of the fallen should be notified via twitter.
How's that for a dignified message for the bereaved families struggling to get to Dover AFB to collect the remains of their loved ones. IIRC that flight was scheduled to land today! Fortunately Ken Fisher, CEO of the Fisher Houses, stepped up to the plate and offered a full advance on the $100k immediately.

Pre emptive back tracking before the Republican Appropriations Bill to restore Death Benefits funding that passed both House and Senate with 100% approval votes hits his desk for signing or veto. Either way he is screwed
