A contract priest is not an active duty military chaplain. It is possible he is a retired chaplain, a civilian hospital chaplain, or even an NG/AR chaplain not on training most weekends. It is very likely that he is a civilian priest who has been contracted to provide Mass due to the lack of an active Catholic Chaplain to perform that function at that naval installation.
There is nothing stopping another priest, not this one with whom a contract exists, from performing a service at some other location on that base. Nor is there anything preventing that priest from having a lay Eucharistic minister deliver consecrated host to those parishoners and having a lay led service.
Nor is there anything preventing the priest in question from voluntarily leading a service off base for these parishoners.
I wonder if we could bring him up on yet ANOTHER Constitutional breach of stopping RCs from practicing their religion. It works for muzzies. Where’s the ACLU?
Did they also forbid Muslim services?

Haven't you heard? The regime is busy removing them if they are unwilling to fire upon the rebel forces (you & me, folks!).
