That answers my question, right there. My question was ... is this a privately owned business built on public property? Or privately owned property?

Leasing your private land to the Feds may sound like a great way to make a quick buck... but the camel's nose is in the tent. NEVER give away, or sell, your rights to the feds. Ever.
