According to what I've read in the news, at least two in the group involved in the attack were off-duty cops, and another three cops affiliated with the biker gang were apparently in the vicinity.

Some of the reports say these cops were undercover, in which case the fact that they did nothing to help the victim has some slight justification, but the reports also say the cops were simply off-duty, in which case they have no excuse at all.
