Am I understanding this right? We are going to subsidize the lower income (being polite here). BUT, they still won't be able to afford to see a doctor anyway because the deductibles are so high? Or are we required to pay those for them too?

This is absolutely insane.

The lower/no income people will still be on Medicaid and it will still be free for them. Just like now. Except there will be more of them since ‘insurance’ is required now. That is why they were forcing the states to expand Medicaid.
