I should mention, the beltway insiders would deny that clean CR means what I said.
But that is the practical effect of what they are talking about in this case.
To be clear, the official meaning up there is that it’s a bill to fund all of the government, with nothing else. In this case the nothing else was attached, and it came in the form of a rider from the House saying obamacare is not funded.
So technically, officially, they would say a dirtied up CR came from the House, and they will send it back to them with the dirt taken out.
And they would say, as Boehner did, that the House again won’t send a clean one back to dingy. It will contain something in addition to a complete funding of the government.
It gets too much into the weeds.
But my view of it is more practical than theirs. BC I’m not of the DC elite, I’m one of the little people.
